Annual Operating Budget
What a year! As we write this update, our legislatures are still attempting to finalize the state appropriations for the 2006-2007 biennium. While our final numbers may vary slightly, we at UT Tyler are in full swing of the budget process and are on target to meet budget submittal deadlines in June. We have completed preliminary revenue estimates, enrollment growth projections, growth capacity studies, merit allocations, budget hearings, capital budget requests and approved budget allocations. Budget documents in Define are due in the budget office by May 31, 2005. Any updates and/or final approved budget information will be provided to the campus later in the summer. Thanks to everyone involved for your hard work on the annual operating budget process.
Summer Budget Process
This year we are embarking upon a new method in Define for the Summer Budget Process. The "old" BDS documents are no longer available for use to departments. Beginning this year, the summer budget information will be prepared on ARF documents by the budget office. Departments are asked to submit detailed information in excel worksheet format to the budget office by June 10, 2005. Look for departmental training on ARF document processing next year.

Environmental Health and Safety (EH&S)
Please Do Not Feed The Animals Around The Lake!
While it is fun to throw out breadcrumbs and watch the ducks swim for it, feeding is unnecessary in East Texas. In addition to the ducks, this encourages different birds, field mice, squirrels, and other small animals to use this area as a primary food source. This, in turn, attracts larger predators (such as hawks) to the area. As you know, hawks will swoop down to attack their prey and have been know to “buzz” (with their talons extended) people walking by or sitting by the lake. Attracting large numbers of birds can lead to ‘fouling’ of the walks, grass areas, and the lakes. Please discourage those you see from throwing out breadcrumbs and other food around the lake.
Heat Stress
Working in the summer in East Texas can lead to serious medical conditions grouped together as Heat Stress. It can include:
- heat rash
- heat cramps
- heat exhaustion
- heat stroke
Each produces bodily symptoms that can range from profuse sweating to dizziness to cessation of sweating and collapse. Heat stress can be induced by high temperatures, heavy workloads, the type of clothing being worn, etc.
Review the signs of heat stress (www.uttyler.edu/safety/heatstressworkplace.html) and the proper first aid to treat it. The victim often overlooks the signs of heat stress. The employee may at first be confused or unable to concentrate, followed by more severe symptoms such as fainting and/or collapse. If heat stress symptoms occur, move the individual to a cool, shaded area, give him/her water and immediately contact the supervisor.

Compliance Corner
Enterprise Risk Management
Audit Services is in the process of training all areas on campus for the universal risk assessment to be completed this fiscal year. If your area has not received the training yet and would like to schedule the training, contact Kathy Kapka in Audit Services.
Quality Assurance Reviews
The Quality Assurance Reviews (QARs) are in process for this fiscal year. Basically, this is a review of your area on purchasing documentation, controls, equipment, and other miscellaneous criteria outlined in the Control Self Assessment report completed annually by all Budget Authorities. This year at least one area under each Dean or Administrative Officer will be scheduled for a review.

Food Services
Summer food service hours of operations for Subway, Varsity Grill, and Blends and Brews are 7:30 a.m. - 3:00 p.m. M-F. Tradition's at UT Tyler will be closed during the summer and reopen in August for the Fall Semester.
The food service management team will be working diligently over the summer months to bring new and exciting concepts to the campus. Watch our construction as we add new venues such as "The Mein Chow" serving Chinese food and " Casa Solana" serving Mexican food in the UC Center beginning in August 2005. Other new additions include our new smoothie items, sugar free dessert options and organic teas to Blends and Brews. Located in the Business/Liberal Arts Building? We have great news for you! Coming soon.......your very own coffee bar/cafe providing coffee, quick sandwiches, desserts, snacks and a new ambiance that is sure to spark a relaxing place for study and conversations. We plan to unveil this venue to the campus in August. And we're not done yet! How about those long, hard workouts in the Herrington Patriot Center? Need a refreshment before or after? Soon you will be able to drop into the "Health Zone" in HPC for healthy food choices such as smoothies with protein and vitamin additives, meal bars, and exciting organic beverages. Look for each of these exciting venues to open in time to kick off a great new academic year in August! Load up those P2 cards--cashless, easy environment to help you enjoy all of the new and exciting food options!

Human Resources
Longevity Pay Formula Changed
The legislature has approved a change to the formula for awarding longevity pay to administrative, professional, and classified employees. Instead of twenty dollars per month for every three years of service, the new formula will be twenty dollars per month for every two years of service. For example: an employee with eighteen years of service currently receives $120 per month in longevity pay. Under the new formula, the same employee would receive $180 per month; an increase of $60 per month. This change is effective September 1, 2005 and, if you qualify, look for the new rate on your October 1 paycheck.
Annual Enrollment Benefits Workshop
Our yearly benefits workshop to discuss changes in the various benefit plans will be held July 12 in LIB 401. We will have a morning session at 9:30 am and afternoon session at 2:00 pm to discuss any changes to the health, dental, and related plans.
The UT Touch website where you select your insurance coverage options during open enrollment in July has been totally redesigned and will be much more user-friendly this year.
