The Department of Special Services offers two graduate degrees: the Master of Arts and the Master of Education. Programs within the department include educational administration, reading, and special education. Course work is also available in American Sign Language, bilingual and gifted education.


EDUCATIONAL ADMINISTRATION
The Educational Administration area of the Department of Special Services offers the Master of Education degree in educational administration and Principal and Superintendent certification programs. These programs provide students the opportunity to acquire the knowledge and appropriate practical experience for assuming a variety of roles in public or private school administration. The thirty-six semester hour Master of Education degree in educational administration is earned simultaneously with completing requirements for the Principal Certificate.

Students who have earned the Standard Principal Certificate at The University of Texas at Tyler may continue into the Superintendent certification program. Students who earned a Principal Certificate or other Mid-Management Administrator Certificate from another institution may apply for admission to the Superintendent certificate program.

Requirements for the Master of Education degree must be completed within six years. No courses taken more than six years from the graduation date will count toward any degree or certification program. Upon successful completion of all course requirements, candidates for the Master of Education degree in educational administration must successfully complete a comprehensive examination administered by the department.

Principal Certificate
The Principal Certificate requires: a) completing a master's degree; b) the required coursework for the certification within six years; c) providing evidence of a valid Texas Teaching Certificate; d) providing evidence of a minimum of two successful years of teaching experience; and e) satisfactory performance on ExCET #68 (Principalship) administered by the State Board for Educator Certification (SBEC). A state induction period must be completed to receive the Principal Certificate.

Admission Requirements
To be admitted to the Master of Education Degree in educational administration and Standard Principal certification program, a prospective student must:

1. Gain acceptance for graduate study at The University of Texas at Tyler;
2. Complete the Educational Administration Area of the Graduate Study Application and submit to the Office of Graduate Studies;
3. Present minimum official scores on the Graduate Record Examination sent directly to the Office of Graduate Studies. Students who successfully complete the degree program normally have a cumulative score of 780 or higher on the verbal and quantitative and analytical sections of the GRE.
Students who do not have satisfactory scores on the Graduate Record Examination may be admitted under the condition that they obtain a grade of "B" or higher on a prescribed set of graduate courses that are approved by the degree program;
4. Submit three letters of recommendation from practicing school district administrators or other professional colleagues addressing the applicant's administrative potential to the College of Education and Psychology.
5. Consideration for admission is also given to one or more of the following: the applicant's demonstrated commitment to his or her chosen field of study, socioeconomic background, and involvement and level of responsibility in other matters including extracurricular activities, employment, community service, first generation of family to graduate from an undergraduate program, family responsibility of raising children, multilingual proficiency, or geographic region of residence.

Superintendent Certificate
The Superintendent Certificate is a fifteen semester hour program that requires a) holding a Standard Principal, Mid-Management or other Texas Administrator Certificate; b) completing the specified course sequence within six years; and c) satisfactory performance on ExCET #64 (Superintendent) administered by the State Board for Educator Certification (SBEC).

Admission Requirements
To be admitted to the Superintendent Certificate Program, a prospective student must:

1. Gain acceptance for graduate study at The University of Texas at Tyler if not previously admitted;
2. Complete the Superintendent Certificate Program Application and submit it to the Department of Special Services;
3. Present minimum official scores on the Graduate Record Examination, sent directly to the Office of Graduate Studies.

Graduates of The University of Texas at Tyler Master of Education in Educational Administration degree and Standard Principal certification program may apply to have the GRE requirement waived.

READING

The Reading area of the Department of Special Services offers the Master of Arts and Master of Education degrees in reading. The Department also offers the Master Reading Teacher and Reading Specialist Certification programs. The program addresses establishing, maintaining, and evaluating reading programs on a building level or system-wide basis. The program provides students the opportunity to acquire the knowledge and appropriate practical experience for assuming a variety of roles in public or private school administration.

Certification
The Reading Specialist (K-12) certificate is available at the graduate level. This certification program requires three years of classroom teaching experience, a valid Texas teaching certificate, a master's degree, and the completion of an appropriate course sequence. The Master Reading Teacher Certificate is available at the graduate level. This certification program requires three years of classroom teaching experience, a valid Texas teaching certificate and the completion of an appropriate course sequence. Application for these reading certificates is made through the Office of Teacher Certification.

Although a student is allowed six years to complete a graduate degree program in reading, the degree requirements may change during the six year period as state and local requirements are revised.


SPECIAL EDUCATION


The Special Education area of the Department of Special Services offers the Master of Arts and Master of Education degree in special education and generic special education and educational diagnostician certification programs. The Master of Arts degree program is structured primarily as a research-oriented degree with no teacher certification. The Master of Education degree program is designed to fulfill academic requirements for certification as a generic special educator or an educational diagnostician.

Admission Requirements
To be admitted to the Master of Education degree in special education, a prospective student must:

1. Gain acceptance for graduate study at The University of Texas at Tyler;
2. Complete the Special Education Area of the Graduate Study Application and submit to the Office of Graduate Studies;
3. Present minimum official scores on the Graduate Record Examination sent directly to the Office of Graduate Studies. Students who successfully complete the degree program normally have a cumulative score of 1200 or higher on the verbal, quantitative and analytical sections of the GRE.

CERTIFICATION
GENERIC SPECIAL EDUCATION
Emphasis in generic special education provides the student with the opportunity to deal with academic and behavioral needs of individuals with disabilities in a full continuum of educational settings. Field experiences are selected to be compatible with the student's particular interests and professional objectives. Certification can be earned by a person who holds a valid teaching certificate in certain fields, has completed 24 semester hours of prescribed course work and who receives a passing score on the appropriate ExCET examination. Required courses for completion of the certification at the graduate level include EDSP 5350, 5357, 5360, 5363, 5364, 5368, 5370 and three semester hours approved by the student's advisor. The academic requirements for certification can be completed through a master's degree program.

PROFESSIONAL EDUCATIONAL DIAGNOSTICIAN
Emphasis in educational diagnosis provides the student with the opportunity to assess the competencies of individuals in language, sociological, physical, and behavioral/emotional areas, intellectual functioning and adaptive behavior, and educational performance using informal and formal measures, and prescribe individualized education plans based on test results. The educational diagnostician certificate requires a valid Texas teaching certificate, three years of classroom teaching experience, an earned master's degree, and successful completion of the ExCET examination for certification.

SUPPLEMENT
EARLY CHILDHOOD - HANDICAPPED
Supplement to teach early childhood individuals with disabilities is available. Certification requirements are:

A. Bachelor's degree
B. Valid Texas elementary certificate, teacher of young children certificate, special education certificate, or vocational home economics certificate which requires a bachelor's degree
C. Nine semester hours in early childhood education, including, but not limited to, EDEC 5325, EDEC 5345, and EDEC 5348
D. Nine semester hours directly related to teaching students (ages 0 through 8) with disabilities, including EDSP 5350, EDSP 5352, and EDSP 5375
E. Three semester hours of student teaching with individuals with disabilities (ages 0 through 8) or one year of successful teaching experience on a permit in an early childhood for the handicapped classroom in a school accredited, or approved, by the Texas Education Agency
F. ExCET requirement: Early Childhood

SERIOUSLY EMOTIONALLY DISTURBED AND AUTISTIC
Supplement to teach individuals with serious emotional disturbance or autism is available. Certification requirements are as follows:

A. Bachelor's degree
B. Valid Texas teaching certificate
C. Generic Special Education certification
D. Nine semester hours directly related to teaching the seriously emotionally disturbed and autistic, including EDSP 5357, EDSP 5363, and EDSP 5367.
E. Three semester hours of student teaching with individuals with serious emotional disturbance or autism, or one year of successful teaching experience on a permit teaching individuals with serious emotional disturbance or autism
F. ExCET requirement: Severely Emotionally Disturbed and Autistic

D. Twelve semester credit hours of lower division course work at Tyler Junior College including SGNL 1401. SGNL, 1402, SGNL 2301, and SGNL 2302
E. Twelve semester credit hours of upper division or graduate coursework including ENGL 4376, ENGL 4377, EDSL 5310, and EDSL 5320

BILINGUAL EDUCATION
Supplement in bilingual education is available through the Department of Special Services. Certification requirements conform to standards proposed by the State Board for Educator Certification :

A. Bachelor's degree
B. Valid Texas teacher certification
C. Oral and written proficiency in the language of the target population as measured by approved examination.
D. Twelve semester credit hours in graduate coursework including ENGL 5383, ENGL 5384, EDBE 5338, and EDBE 5376 or equivalent
E. One year of successful classroom teaching experience on a permit in an approved bilingual education program
F. ExCET Requirement: Bilingual Endorsement

GIFTED AND TALENTED EDUCATION
Supplement in gifted education is available through the Department of Special Services. Certification requirements are:

A. Bachelor's degree
B. Valid Texas teacher certification
C. Twelve semester hours of graduate work including EDGT 5354, 5355, 5360, and 5362
D. Three semester hours of practicum or one year of successful classroom teaching experience in a program for gifted and talented students. A letter on school district letterhead from the district administrator responsible for gifted education must be submitted with the application for certification to verify one year of classroom teaching experience with gifted students.
E. A supplement in gifted education may be completed in conjunction with master degree programs in reading, special education, or curriculum and instruction.
