Narrative Biography:

 
 

Dr. Harbaugh was raised on a dairy farm in Waterloo, Iowa.  After attending Iowa State University, he joined the U.S. Army Reserve program and after 20 years retired at the rank of Sergeant Major E-9.  Upon the completion of basic & MOS training at Ft. Knox, Kentucky and Ft. Gordon, Georgia, he  went on to complete his  M.S. and D.Ed. degrees in Industrial & Vocational Education.  After teaching industrial arts in the public schools for several years and working at Hughes Tool Company, Dr. Harbaugh came to UT Tyler in 1983 to advise teacher certification students and to advance the industrial safety program in the Department of Technology.  Since the early days of the industrial safety program, the B.S. and M.S. programs have taken on national recognition among American businesses and industries, are found listed in the ASSE Directory of Safety and Related Degree Programs, and are accredited by the National Association of Industrial Technology.  He serves as a Trustee for Delta Gamma Chapter, Epsilon Pi Tau Professional Technology Honorary Society.  Dr. Harbaugh is currently designated as a Certified Senior Industrial Technologist, is a certified OSHA 501 Trainer and is sponsor of the UT Tyler ASSE Student Section, and is the Department of HRD & Technology internship coordinator.
