Chapter 3. University Health Services

Subchapter 3-100. General Provisions

Sec. 3-101. Purpose
University Health Services exists primarily to maintain the optimum physical and emotional health of UT Tyler students through the provision of quality, accessible, comprehensive, and cost-effective primary health care. Toward that end, University Health Services provides (1) a comprehensive student health insurance policy at an additional cost to the student; (2) a variety of disease prevention and health promotion programs; (3) various wellness education programs; and (4) counseling services provided by licensed professional counselors.

Sec. 3-102. Definitions
In this chapter, unless the context requires a different meaning,

  1. “assistant vice president” means the assistant vice president for student affairs, or the assistant vice president's delegate or representative;
  2. “director” means the director of student services;
  3. “university” means The University of Texas at Tyler;
  4. “student” means a person currently enrolled in residence at the university, or who is accepted for admission or readmission to the university, or who has been enrolled at the university in a prior semester or summer session and is eligible to continue enrollment in the semester or summer session that immediately follows, or who is attending an educational program sponsored by the university while that person is on campus.

Subchapter 3-200. The Assistant Vice President for Student Affairs and Director of Student Services

Sec. 3-201. The Assistant Vice President for Student Affairs and Director of Student Services
a. The assistant vice president is responsible for the overall operation of University Health Services and reports to the Vice President of Student Affairs and External Relations of the university.


b. The assistant vice president is responsible for establishing the organizational structure and specifying functional relationships among organizational components, providing for the orderly development and management of the unit, supporting a policy on student’s rights and responsibilities, and maintaining a program that evaluates the quality of care provided and appropriately addresses identified problems.

c. The assistant vice president or the assistant vice president’s designate shall notify the appropriate academic dean of any student whose medical condition indicates that withdrawal from the University would be in the best interest of the student (see section 3-401).

Sec. 3-202. The Director of Student Services
The director of student services is responsible for for all counseling, disease prevention, health promotion, and wellness education programs of the University Health Services.

Subchapter 3-300. Fees and Eligibility for University Health Services

Sec. 3-301. Fees for University Health Services
University Health Services is partially supported by the required fees all students pay during registration and partially supported as an additional cost to students. Services such as, counseling, health and wellness education, and disease prevention are free to all UT Tyler students. A student health insurance policy with medical, vision, and dental options is made available to students at their own expense. A booklet is provided through the student services office that provide detailed information about the student health insurance policy including services provided and premium costs.

Sec. 3-301. Eligibility for University Health Services
a. An individual may use University Health Services if

  1. the person is currently enrolled in residence at the university, or who is accepted for admission or readmission to the university, or who has been enrolled at the university in a prior semester or summer session and is eligible to continue enrollment in the semester or summer session that immediately follows, or who is attending an education program sponsored by the university while that person is on campus.
  2. the person is participating in university sponsored short-term activities such as seminars, institutes and workshops, provided the sponsoring agency has received approval from the assistant vice president. Fees will be based on nonstudent rates.

b. Registered students become eligible to use University Health Services during the week prior to the first day of class each semester.

Subchapter 3-400. General Administrative Policies

Sec. 3-401. Medical Withdrawal from the University
Withdrawal from the university for medical reasons may (a) be initiated at the request of a student or (b) be mandatory when the medical condition of the student has been determined to constitute a direct threat to the health and safety of the student or to individuals who come in contact with the student. Withdrawal for either reason must be approved by the assistant vice president or the assistant vice president’s designate.

Sec. 3-402. Reduced Course Load
Course load reductions are always the prerogative of the academic dean; where medical or psychological reasons are given, the role of the assistant vice president or the assistant vice president’s designate is advisory only.

Sec. 3-403. Urgent Care Services
a. In case of a medical emergency where life is threatened, 911 should be called. University Health Services is not equipped to manage medical emergencies.

b. Students will bear the cost of any professional service or emergency treatment. Also, the cost of of hospitalization or treatment in the emergency room or as an outpatient is the responsibility of the student.

c. The University Police Department may provide escort service on campus when a sudden illness or injury occurs.
