Osburn to Serve as Provost,
VPAA
Dr.
Richard L. Osburn has been appointed the new provost and vice president
for academic affairs at UT Tyler, President Rodney H. Mabry announced.
The provost is the chief academic officer for the University.
He succeeds
Dr. David O’Keeffe, who decided to return to teaching and
chemical research last fall.
Dr. Osburn was
one of four finalists from 127 applicants for the number two position,
coming from more than 30 states and several foreign countries.
“We are
extremely happy to have Dr. Osburn join the UT Tyler team,”
said President Mabry. “All of the candidates, and particularly
the finalists, would have brought strengths to the Provost position,
but Dr. Osburn’s background in science and his tremendous
experience at an institution that also added the lower division
makes him the best fit for our future,” Mabry said.
Dr. Osburn guided
Florida Atlantic University in Boca Raton as its provost from 1994
to 2003. During that time, the university increased in size from
12,000 to 25,000 students and boosted its funded research to more
than $20 million per year.
Most recently,
Dr. Obsurn served as interim president of Florida Atlantic University
in Boca Raton, where he provided leadership for about 900 regular
faculty members in eight colleges across seven campuses.

President for Academic Affairs for UT Tyler,” said Dr. Osburn.
“This university thrives on excellence and has a truly beautiful
campus. I like what I saw during my visit and I am confident I can
help the University continue to grow and develop its research capability
and move to the next level as a nationally respected comprehensive
university.”
As UT Tyler
provost and vice president for academic affairs, Dr. Osburn will
provide leadership and vision for the development, administration,
growth and quality of all academic programs, including leadership
in academic planning and resource allocation, the administration
of academic budgets, academic policy development and implementation
and all matters directly affecting the faculty.
Dr. Osburn holds
a Ph.D. in entomology from the University of Georgia and master
of science and bachelor of science degrees in biology from Georgia
Southern University.
Dr. Osburn has
held a variety of positions and began his career as a researcher
for the U.S. Department of Agriculture. He was stationed at one
point in Kerrville. He has also served as head of a department of
biology, dean of a college of science and mathematics, and as a
leader in the Georgia University System before moving to Florida
Atlantic during its transformation period.
Having published
several articles, Dr. Osburn has conducted research in numerous
areas of entomology, including the cellular make-up of ticks.
His memberships include American Association of State Colleges and
Universities, Entomological Society of America, American Association
for the Advancement of Science and American Association for Higher
Education.
