Traffic, Parking, and Safety Regulations
I. INTRODUCTION
All persons except those specifically allowed by law shall be prohibited from possessing firearms on the campus of The University of Texas at Tyler. This includes rifles or shotguns displayed on racks within pickups or any other vehicle.
All accidents, thefts and other offenses that occur on the campus should be reported to the University Police Department immediately. Accident reports should be made prior to moving vehicles. Call (903) 566-7300.
II. GENERAL REGULATIONS
A. It shall be unlawful for any person to loiter or to trespass on the grounds of The University of Texas at Tyler or to damage or deface any of the buildings, statues, monuments, memorials, trees, shrubs, grass or flowers on the grounds.
B. Pedestrians have the right-of-way at all times. The speed limit is 20 miles per hour on streets and roadways, unless otherwise designated, and 10 miles per hour in parking lots. Any speed in excess of that which is safe for prevailing conditions is prohibited.
C. The provisions of these regulations, the Texas motor vehicle laws, and the ordinances of the City of Tyler must be complied with on all parts of the campus throughout all hours of the day and night unless otherwise specified.
D. No vehicle may be operated or parked upon the campus unless it bears a properly displayed current registration permit except vehicles operated by individuals in an appropriate visitor status.
E. The University of Texas at Tyler reserves the right to impound or remove all vehicles parked in violation of regulations, or vehicles which are abandoned for a period of 48 hours or more. The owners of such vehicles shall be responsible for payment of enforcement fees for all violation(s) plus any service fee assessed and all costs incurred in the removal and storage of such vehicles, and neither the university nor its authorized personnel shall be liable for any loss or damage resulting from such removal or storage.
F. Bicycles must be ridden in accordance with state and local laws. The University Police Department will provide a list of these laws. No bicycles are allowed in the buildings. Bicycles must be parked in the bicycle racks provided around the campus.
III. VEHICLE REGISTRATION
Any student, either full or part-time, who operates a motor vehicle on property or streets owned or controlled by the university, is required to register each vehicle with the University Police Department. A registration permit must be affixed to each vehicle in accordance with the Traffic, Parking and Safety Regulations of the university. Parking permits can be obtained at the Police Department during regular working hours (M-F, 8-5) or after hours by calling (903) 566-7300.
A. Students who expect to operate a motor vehicle on campus must bring their completed "ID and Vehicle Registration Form" and their proof of parking permit payment to register their vehicle.
B. Vehicles bearing a special permit for the handicapped may park in designated handicapped spaces.
C. If it becomes necessary to operate a non-registered vehicle temporarily for emergency or other reasons, a temporary permit must be obtained from the University Police Department and affixed to the vehicle in the proper manner.
IV. PARKING FEES
Student will register their cars with a single payment for the entire year or for the balance of the year in which they register, whichever is applicable (the year is September 1 through August 31). The following fees will be charged at the initial period of registration:
Fall semester $30
Spring Semester $20
First Summer $10
Second Summer $6
In the event a student wishes to register more than one vehicle in his or her own name, he/she may do so by completing the appropriate information on the "ID and Vehicle Registration Form" for each vehicle to be registered.
V. DISPLAY OF REGISTRATION PERMIT
A. Permits must be properly displayed on motor vehicles on the day classes begin.
B. Permits are not valid unless they are permanently affixed (not taped) to the outside, lower left corner (driver's side) of the rear window. Permits must be affixed in such a manner as to allow them to be readily visible. Permits that are affixed in obscured locations or that are not readily visible will not be valid.
C. Permits for motorcycles, and motor scooters with windshields must be permanently affixed (not taped) to the vehicle gas tank, fender or in a location (approved by the University Police) in which the permit may be easily read.
D. Permits are not transferable and must be affixed to the vehicle for which they are issued.
VI. PARKING AREAS
Controlled parking areas include all parking lots on campus. Signs have been placed to designate these parking areas. Parking spaces for the President, Vice-Presidents and handicapped are reserved at all times. Parking spaces for faculty are reserved for faculty/staff and visitors only until 5 p.m. After 5 p.m., the remaining spaces are open for general parking.
CAMPUS PARKING
A. Parking is prohibited on all streets and roadways. Passengers shall be loaded or unloaded in parking areas.
B. Parked vehicles will be positioned so that the whole of the vehicle is located within the boundaries of the parking space. The fact that other vehicles are parked improperly shall not constitute an excuse for parking with any part of the vehicle over the line. No vehicle shall be parked in double or other forms of multiple parking.
VII. SERVICE ROADS
The service roads are to be used by authorized vehicles only. Unauthorized personnel wishing to use the service roads must contact the University Police for approval.
VIII. VISITOR PARKING
A. Visitors are welcome to the campus and special parking areas are set aside for them. When practical, visitor permits should be obtained from the University Police Department when visiting between the hours of 8 a.m. to 5 p.m. Monday through Friday. This identifies visitors and prevents the possibility of a citation being issued.
B. Certain areas of the campus have been reserved for visitor parking and such areas are appropriately identified. Students and employees are not allowed to park in the visitor areas.
C. Visitors who do not have visitor permits displayed on their vehicles may be issued parking citations.
IX. APPEALS
"University" citations may be appealed within 10 working days of issuance, by contacting the Police Department, USC 125, and filing the necessary forms.
X. PAYMENT OF CITATIONS
Parking citations are payable in the Cashier's Office, room 120 of the Administration Building, between 8 a.m. - 5 p.m. Monday through Friday.
LOST AND FOUND
Lost and Found is located in the Police Department in room 121. Hours of operation are 8 a.m. - 5 p.m. Monday through Friday.
WHAT TO DO IN EMERGENCY SITUATIONS WHILE ON CAMPUS
1. Medical Assistance - call University Police at 566-7300.
2. If you desire escort service, call University Police at 566-7300.
3. Vehicle assistance - keys locked in car or dead battery call University Police at 566-7300.
4. Adverse Weather- Be aware of "Safe Areas" in all buildings. "Safe Areas" maps are posted by "exits." Please familiarize yourself with these areas. In the event adverse weather becomes apparent, the University Police will drive Police vehicles inside the campus area with lights and sirens activated. Officers will go from siren to PA. making an announcement to move to a safe area immediately. After weather conditions clear, University Police will make an all clear announcement.
5. Report any suspicious activity to the University Police at 566-7300.
