Using Your VA Benefits at UT Tyler

GI Bill Checklist

Vocational Rehab Checklist

All applications must be submitted as a complete application, from your School Email Account as PDF attachments.  Incomplete applications are not accepted,  you will be required to resubmit the complete application/all documents in one email.

Submit at least 3 weeks prior to the bill due date.  CH31 and CH33 are our first priority for certification along with Hazlewood applications as they cover tuition.   Students who submit their applications and/or certification requests less than 3 weeks prior to the bill due date will have to be prepared to pay their bill upfront, or take an emergency loan, or get on a payment plan if eligible.

STEP ONE: Applying for Benefits

Submit one of the following application forms online thru  Ebenefits or VETS.GOV depending on your educational benefit request. Identify the specific benefit program on the application (ex: Chapter 33 Post 9/11, Chapter 30/35 Montgomery GI Bill or Chapter 31 Vocational Rehab).

 Do not bring us these forms. They are submitted electronically: Select the form if the VA website asks for a form number.

  • Form 22-1990 – Veterans applying for benefit for the first time. (Ch. 30 & Ch. 33)
  • Form 22-1995 – Veterans who are changing their place of training. (Ch. 30 & Ch. 33)
  • Form 22-5490 – Dependent of a veteran applying for the first time. (Ch. 35)
  • Form 22-5495 – Dependent of a veteran changing their place of training. (Ch. 35)
  • Form 28-1905 - Veterans eligible for vocational rehabilitation benefits. (Ch. 31)

The above VA  documents are submitted electronically thru /Ebenefits and/or VONNAPP DO NOT send us these forms.

Send us the Certificate of Eligibility you receive in the mail (must be recent/with in 6 months) or 1905 (CH31/VocRehab) 

Transfer of Post 9/11 GI Bill Benefits to Dependents (TEB)

For TEB eligibility requirements and information on how to apply, visit the Department of Veterans Affairs website.

  • Upon approval, family members may apply to use transferred benefits with VA by completing VA Form 22-1990e. VA Form 22-1990e should only be completed and submitted to VA by the family member after DoD has approved the request for TEB. Do not use VA Form 22-1990e to apply for TEB.

STEP TWO: Documentation Required for All Benefit Types

All students utilizing benefits at UT Tyler must scan and email complete applications and updates as attached PDF document to vrc@uttyler.edu in one email from their UT Tyler student email account. Per UT Tyler Policy, all communication by email must be received from and sent to your UT Tyler student email account.

  • Certificate of Eligibility (COE) - mailed to you after you apply online for GI Bill benefits.
    • Eexcept VocRehab but if you have remaining CH33 give to VocRehab Councillor and request to be paid at the CH33 rate if you want
  • DD-214 (copy 4 only)
  • Degree plan
    • MUST BE SIGNED BY YOUR ADVISOR
    • MUST show all required classes for graduation
      • AND your Minor Clases
    • How many and what Elective Classes you may take
  • Classes no on your degree plan or filling a specified elective slot on the degree plan you provide us will not be certified.
    • Submit new with any change of major and or minor.

STEP THREE: Additional Documentation Needed

If you are a dependent, receiving vocational rehabilitation benefits or attending another institution at the same time you are attending UT Tyler, the following documentation is needed:

  • Dependents – a copy of a marriage license or birth certificate indicating dependent status.

 

  • Vocational rehabilitation – the VA Form 28-1905 must be submitted (an approval letter from a vocational rehabilitation office will be accepted in place of the Form 28-1905).

 

  • If you are also attending another college or university:
    • Request a Transient Form signed by your academic advisor here.
      • This guarantees the classes count as credit for your degree here.
    • Email  a copy to the registrar enroll@uttyler.edu and the VRC VRC@uttyler.edu in the same email, from your UT Tyler Student Email.
    • Email the VRC VRC@uttyelr.edu and request a  Parent Institution Letter.
      • Include the email of the School Certifying Official at the other Collegr/University so we can email your PIL directly to them.
    • Submit previous semester grades/transcripts from other colleges each semester.

 

  • Upon receipt of all of the required documentation we will email you that the appplication is:. 

     

    • Complete and accepted -proceed to Step Four Below.

 

    • Incomplete and not accepted:
      • Review the checklist
      • Resubmit all required documents in one email as PDF Attachments.

STEP FOUR:

 
 
 
 

 

Complete only after you received a confirmation email that we received your complete application AND you have enrolled in classes.

  • This informs us that you want to use benefits and what classes you are taking for a specific semester/term.  We do not receive your enrollment certification

 

  • DOES NOT certify you.  We have to verify that the classes you requested certification for are on your degree plan or that you have an open elective slot appropriate for the elective being taken.  we have to verify/calculate your bill after excluding cost not allowed to be reported to the VA,  your previous grades and  GPA and then we can to report it/certify you to the VA. 

 

  • We can not start certification until Bills are finalized.

 

  • If you have previously used your benefit at UT Tyler without a break in enrollment (summer is not considered a break in enrollment), only to submit this online form each semester. This form must be submitted every semester you wish to use your benefits at UT Tyler. You must list the correct VA benefit and the correct session to prevent delays in processing and being dropped for non payment. If we receive the incorrect benefit/chapter and/or session, then that is what we will go off of to process your benefit. 

 

  • If you are not enrolled in classes/in the classes on your request you will not be certified and will have to resubmit after enrolling.   Multiple requests-we will look only at the most recent request.

  

STEP FIVE: Processing Time

Certification will be sent to the VA reporting your credit hours and tuition and fee totals. This process initiates the payment of your BAH/Stipend and, in certain cases, book stipends. Students using the Post 9/11 GI Bill will receive an award on their student account to cover the cost of tuition and fees based on their percentage of eligibility.

Certifying CH31 and CH33 are our first priority along with turning in Hazlewood applications as they cover tuition.  Applications and or certification requests submitted less than 3 weeks prior to the bill due date will have to be prepared to pay their bill upfront, or take an emergency loan, or get on a payment plan if you are eligible.

CH31 and CH33: IF you submitted ALL your paperwork AND Enrollment Certification Request (CH31-get on VocRehab approved list-Tyler Office only, Vocrehab Ofice other  than tyler submit new VA Form 1905 if your old one expired) at least 3 weeks prior to the bill due date.  Processing starts once bills are final, about 3 weeks prior to bill due date.  (excluding school closures -ie-Christmas Eve to New years/Hoildays)

  • 1st payment Up to
    • 3 weeks for us to process.
    • 3 weeks for the VA to acknowledge they received it and accept it.
    • 2 weeks for you to receive the payment after the VA pushes pay.  (deadline for payment to be scheduled and scheduled payment days)

 

  • Follow on payments
    • CH31-The VocRehab Councilor has to manually push pay each month, then up to 2 weeks for you to receive the payment after the VA pushes pay
    • CH33 about the first of the month

  

CH30, CH35 and CH1606: Processing starts the week class starts.

  • 1st payment Up to
    • 3 weeks for us to process.
    • 3 weeks for the VA to acknowledge they received it and accept it.
    • 2 weeks for you to receive the payment after the VA pushes pay.  (deadline for payment to be scheduled and scheduled payment days)

 

  • Follow on payments
    • CH30 and CH1606 Last day of the month you must complete WAVE Verification either online or by phone. then payment is scheduled.
    • CH35 1st week of the month
