Leslie Black

Leslie Black serves as the City Manager of Whitehouse, Texas, bringing more than 18 years of municipal leadership experience to her role. She oversees major capital planning, organizational development, and economic growth initiatives, including more than $66 million in new construction and the City’s first Capital Improvement Program.

An ICMA Credentialed Manager and past President of the East Texas City Managers Association, Leslie is committed to regional collaboration, workforce development, and public-private partnerships that strengthen local economies. She holds a Master of Public Administration from Columbus State University and contributes to the profession as an adjunct instructor at East Texas A&M University.

In addition, Leslie serves on the Public Administration Advisory Committee for Tyler Junior College and is a member of both the Whitehouse Area Chamber of Commerce and Tyler Area Chamber of Commerce Boards of Directors.
